For the past 2 weeks I have had a glitch that blocked my server from this site, thought it was my computer but found out anyone using my server was blocked. My son is the computer guru so I don't understand yet exactly what happened and how it was cured. I know this much Tom and his webmaster went out of their way to cure my frustration and I owe them both a large thank you.

Someone using your same ISP has been found guilty of internet website abuse and was listed in the Composite Blocking List. Because they use a single IP for an entire block, you may suddenly find that you will be barred from accessing many websites from here on forward.

It is the job of the ISP to police their own customers. Many, however, refuse to do that, leaving website administrators no choice but to ban the entire block of IP addresses. In that instance, innocent users like yourself get caught up in a ban.

Are ISP's blocked by geography or some other means of organization?

The CBL, Composite Blocking List, is operated as a service to web hosts. Sometimes a spammer will be indentified and therefore put on the list. Or, somebody's computer will become infected with a virus or script that uses that machine to send out spam. That puts it on the CBL, too. When that happens, webhosts will block the IP address listed with the CBL so that they won't suffer attacks or damage from known spammers or hackers.

In Sam's case, his ISP serves DSL customers and uses one IP address for a large block. A spammer was caught and that particular IP address indentified. It went on the CBL list and so everybody in that block got banned from various sites. This happened to be one of them.
