Robert,
Kind of painted us in a corner with your specs. The closest I can think of is the Lamiglas GSB 114-2M, you don't see many blanks with your line specs that throw those weight specs. Re: Blank ideas please

closest i can get is the MODEL LINE WT LURE WT LENGTH PCS ACTION POWER TIP BUTT DIA. BLANK WT X2GSSP70L 12-20 1/2-3 7’ 1 MODERATE LIGHT 4.5 0.620†2.9 its a mod action an only 7 foot though maybe not what your looking for but worth a look Re: Blank ideas please

Length:9ft Lure Weight:3/4-2 Line Weight:12-25 Action:Fast Now, that being said, i do have a friend that has been successful making pretty heavy spinning rods out of spey blanks by dropping a section. that may be a possibility.
