Old Rod Rebuild (Zebco)

I'm rebuilding an old Zebco rod and using a Zebco reel with it. I will spiral wrap and have all ready tested the guide placement, both stress and casting, everything is OK.
But I ran into a problem or maybe not a problem, I completely stripped the rod and have repainted it, when I was putting the two pieces together, tip goes into butt, I noticed that it started a little hard then got loose then got tight again, have re-sanded the tip tried again same thing, took it outside and whipped it around and just the faintest of section slap, nothing that really is annoying or anything like that, but the butt section is smaller at the tip then bigger then smaller again. I have measured the inside of the butt and thats how it measures, should I just build the rod (personal toy) and add a ferrule wrap to the butt section, no more room for sanding the inside, and go with it or is there something else that I should or can do?

It's a Zebco...I'd finish it and just use it as-is if the problem is a minor as you describe.

Gotta side with Jay. A ferrule wrap certainly isn't going to hurt any though, if nothing else for the piece of mind.
