Waves....sand then or just FC over them?

OK..As stated in the previous post...my butt wrap has some waves....not much...but there.
I'll be adding a decal and then another coat of Flex Coat. What do you guys do in this situation. 1. Sand and then another coat (thin) of flex coat, then the decal..then the final coat? 2. Sand, apply decal...then final coat. 3. Apply decal over the slight waves.....and then thicker coat of Flex Coat over that as final coat. What say you...... Putting another coat of finish on waves will just give you thicker waves. Generally, the cause of wave is using to much finish. You'll need to sand it level (use a block or it won't be level) and put a thin coat then decalon. That should do it
