Look at the underside of that "splinter." What color is the underside? Grey? If so, it's graphite. If it's maroon, then it's just paint.

About the only way to repair a splinter, if it is actually a part of the rod's graphite structure, is to use thread to snugly wrap over it and bind it with regular thread wrapping epoxy finish. This doesn't make things "good as new" but usually prevents any worsening of the condition provided they're not so bad as to put the rod in jeopardy of failure to begin with.

I was brought a rod this past summer with a similar defect. I used 00 red silk thread to repair the burgundy colored rod. Wrapped one layer tightly around area with splinter, and finished with one thin coat. The thread turned translucent and is hardly noticeable.

Excellent advice. Failing silk, if you have any regular nylon that is close to the same color, you can make a small wrap and with CP retail the color, or if you need a darker shade, leave out the CP and allow the finish to darken it.
