Once a spigot ferrule has worn down so the fit is loose, is there any finsih or material that can be added to it to make the fit tight again? Or does it just have to be replaced?

It's easier than that - just trim a small amount from the end of the female ferrule until the fit is restored to like new. This may only take 1/8th inch, or you might have to go a bit more. But, cut just 1/8th to start and then test fit. You may find that's all it takes to make it like new.
