Redoing an old rod

What's the best way to clean up a rod in the area where the old guides have been remove? I have a few rods that are old favorites but would like to fit them with some new guides and more of them, but would like to get rid of the blemish left by the old guides.

If it is just old epoxy you can warm it up and try to scrap it off. Then wash with alcohol
