Inside the hoods of the reel seat is a cushioning material on the cushioned. The non-cushioned hoods are bare metal.

Cushioned real seats have an graphite filled plastic insert where the reel foot fits into the reel seat. It prevents contact between the reel seat hood and the reel's reel seat foot. Sometimes when an uncushioned reel seat is used with a reel with a metal reel seat foot the two will "lock" and make it difficult to back the locking nut on the reel seat. Then there is the issue with corrosion at that same juncture - but I have never seen truely nasty corrosion build up there mainly because most of these parts are stainless.
