I have been unable to locate a supplier of hooded forgrips for spinning rods where the foregrip screws down and serves as the hood to the reel seat

Check with Bingham Enterprises. Benchmark makes a reel seat like you're describing.

For what I understand from your description, may be you´re searching for a complete set, with the matching reel seat. I know St. Croix and Fuji make them, and are available for the custom builder.
You can check many of the sponsors on the left carry at least one of them, check Custom Tackle Supply, Angler´s WorkShop, H&H, ....

We have two type of the Fuji Quick-Lock Foregrips. HPS 16N and KDPS 16. We have the Cork or EVA fore-grips to cover the quick-locks.
