What does Matte Clear mean on a blanks finish?

I have been looking at the Cascade Composites sale blanks at Mud Hole, and was wondering what the term "Matte Clear" means. Pardon my ignorance, I have only built 3 rods so far.

It's a clear non-gloss finish that allows the gray graphite to show through. Some blanks come in gloss clear which is the same only high gloss. You have probably seen them without even realizing it. They are gray in color
