Are we talking line speed or action? Check the CC data site for info on the blanks action and power. Re: Dan Craft 863FT speed?

Currently there is no way to accurately measure rod speed, although after the Volume 8 #1 RodMaker, there will be.
Action can be measured in degrees (AA) and you may find comparisons on the CCS data page that Spencer mentions. .......... Re: Dan Craft 863FT speed?

If you mean action, that blank is fast, fast, fast. It has an AA of 77 which is the fastest blank I have ever measured. I love mine and think it's an extremely versatile blank. You can cast it with the rated line off the tip or use several other heavier lines on it, each tapping progressively more into the substantial power that this blank has.
If you mean recovery speed, I have no way of measuring it quantitatively, except that it seems to dampen well after the cast. In other words, it "settles down" and doesn't bounce around a lot. Overall, I think it's a great rod. Some who have cast the Sage TCR say it has similar action, although I have no personal experience with the TCR so I'll just have to take their word for it.
