When you buy a lets say,a Sage blank, is the logo/line wt already on the blank or does it have to be applied by the builder?

All the name brand rods I do have the company logo and blank info on a separate decal for the builder to apply. St. Croix has a decal down on the butt which is covered by the grip eventually but they also supply a separate decal.

Never built a Sage though so I can't speak for them specifically.

The Sage blanks I have built on have always been printed. The location is generally in the same location as on their factory rods.

Sage is printed. And it is different from a finished sage rod in that it ends in B for blank. Winston is plain. Sticker that says Winston. Their info othe than that is hand written on finished rods, not on blank.
St. Croix-plain with sticker. Lamiglas-plain with sticker. Diamondback-just the name. Loomis-plain with sticker

Actually sage is the only blank I have seen with complete info.
