Depending on size of Trout and sinktip line weights - the definitive trout rod is the CTS Affinity-Vintage 9'0" #5.
Also have it in 8'6".
If fish are large are sink tips heavy - the Affinity-MX in a 9'0" #7

By now, I am sure, the epoxy has hardened.
I would not use heat - don't know how much is necessary to soften that epoxy - maybe too much for blank to handle without destorying it.
I would use a mechanical method.
Like Ross said - scraping with blade perpendicular to blank.
Maybe sanding?

Craft store glue sticks melt at much lower temps than hot melt sticks designed for tip tops.
Stick with the stuff designed for the purpose at hand.

I live in a FL Condo and use the Association's work room to turn my grips directly on the rod blanks. 99% of my builds are 4 piece fly rods - but I have turned 7 1/2 foot one-piece blanks.
I have been using the FlexCoat Dril powered cork lathe for past 20 yrs. On a long blank I use 3 or 4 FlexCoat steadies clamped to a work bench.

I use REC Recoils exclusively on my fly rods.
I hae a number of fly rods with the followig guide train:
#20 cerecoil, #16 single foot spinning, #12 spinning, #10 spinning. then 6 #4 REC Singe foot Recoils.

Go to Michaels or Joanns and buy a roll of 0.5mm Stretch Magic. It'sin the beading section.
Tie a singe 6" strand over the blank near the guide position using 2 overhand knots and leave the tag ends long.
Now pull on the two tag ends to give you room to slide the guide foot under.
Snip the tag ends.
Now using a 12" piece of the Streatch Magic - make multiple wraps - undr tension

The only "stress" seen by the tip-top is while casting.
When playing a big fish the upper section of the rod is under no stress - I.e. the tip section is pointing directly at the fish. All the stress is down lower.
That is why I am now installing 4 ceramic double foot guides on my Striper rods.
The Stripper and next three are REC Cerecoils .

I used to have that issue 20 yrs ago with some factory seats.
Orvis had - maybe still does - composit pads that fit under the reel foot to raise it up so te seat rings can be tightened without running out of thread.
You amy lso "paint" the concave part of the seat with epoxy to make the foot thicker. Do multiple tHIN coats so it doesn't run. Another option - use Gorrila duct tape on

Fred,
Careful that you don't alter the shape of the RSNX's. They feet have a tendency to bend towards each other - thereby increasing the height of the eye.
Make sure the guide is "relaxed when you stary wrapping.
You may want to switch to the RSFX - easier.

I personally am of the opinion - strong opinion - that using ceramics all the way robs the blank of its performance potential.
On the other hand - some like them.
I have tried them many times on my personal rods and decided,many times, that I did not like them.

Sam,
You're building a fly rod - not a casting rod - consequently you are more cocerned about passing snarles in your fly line - not knots.
If all you were concerned about is a knot - you would be using #1 or even #0.
For an 8wt fly rod - I would recommend a #16 ceramic stripper, #12 ceramic - I am installing three ceramics lately on my fly rods, So,a #10 - but most people use only two.

Have you all thought of the fact that most recommended tools above do not match your requirements to port for your reel seat hood's O.D. without altering the cutting blade?
And - as said - unless you are using super hi RPM's - the cork will shread.

IMO - guide tunnels MUST be completely filled to better support and immobilize the guide.
I do that by filling the tunnels BEFORE I apply finish on any other part of the wrap.
I put generous drops of finish at all four openings of my stripper and all other 2 footed ceramic guides.
DO NOT let the finish get fully wicked into the tunnels because you will pull in bubbles.

So, you're not looking for a "Rod Lathe" to turn cork - as was indicated in your title.
You're lookig for a "Thread Wrapping" apparatus.
#1 Have them make their own - there are plenty of prototypes to copy.
#2 Some, maybe most, maybe all of us started with the cardboard box and a flytying bobbin poked through the back to tension thread.

Al Purvis has it correct.
The MODIFIED HOLE SAW has it over all others - neat amd concentric.
I use REC RSLL seats. Their Hood OD is 0.933"
So I bought a 15/16" hole saw. The saw 's teeth are of the cross-cut variety.
So I simply file down the outer teeth until I arrived at the proper hole diameter.
Then I use three smaller hole saws to get rid of the interior cork.
