Scotchbrite is the trade name for 3M's particular type of fiber sanding/scouring pad. Others make similar types under different names and they all serve the same purpose. The actual Scotchbrite type, however, creates a surface charge that some others do not. Is this necessary for bonding rod building components? Not absolutely, but it does create a better bond if you are interested in the very best bond possible.

Look in your home hardware store and seek the Grey Scotchbrite pad.

Lowe's, Home Depot, and maybe even Wal-mart have them.

There is no reason to sand down wraps unless you have some errors that need correcting. However, the Scotchbrite pads are not terribly abrasive and while they will scuff or scour, sanding will require something a bit more abrasive. Just depends on what you mean by "sanding".
