I have a friend who’s interested in a boating fluke rod, which I don’t have any experience with.

Can anyone recommend any blanks as a starting point for this species?

Ask your friend what method he uses. Dragging bait vs jigging is two entirely different blanks. Also water depth will make a difference. Fishing from private boat or a head boat ?
