I have done it both ways.
i.e. use a piece of solid cork for the butt cap.
Or, use a standard burled ring with a typical hole in it.
Then, I use a plug cutter to cut a plug that is larger than the hole in the end of the cork ring.
I then, take the plug and turn it to put a slight taper on the plug.
Finally, I take epoxy to put the plug into the hole and sand down the protruding piece of cork.

Example of my disk sander . I also mounted a cross vice in front of the disk so that I could clamp the grip into the cross vise and then use the disk sander to get a perfect 90 degree finish on the end of the grip.
