Should I sand Rod Geeks painted blank before adding seat?

Hi,
I got a Rod Geeks blank in the mail I ordered yesterday. It's painted ice blue... Having never used a painted blank like this before I was wondering if I should sand the paint to expose bare graphite before epoxying on the reel seat? Use the scotch brite pad to just rough it up a little. Absolutely no need to remove the paint..
