I have a bushido BP76125 popping blank 1+ pcs listed as 7'6" the ferrule goes in 4" the blank is then 7'8" my question is will 4" be ok or do I need to sand down the blank so it goes in the other 2"?

Assuming the fit is good, don't alter the ferrule. Four inches should be a sufficient overlap (many are much less than that).

I once had a customer who wanted rods built on an 8'6" blank, but he was only able to fit an 8'3" rod in his under gunnel rod holders. Unless you have a situation like this don't mess with the length of the rod. Is it tip over butt, or spigot? If spigot how much of the spigot is showing between the two sections. Should be 1/2" to 3/8". Two inches is too much and the blank was improperly fitted at the factory.

Do not sand it.... you are good to go. The extra you see is in case the blank settles a bit or a he-man pushes them together more than you are. Enjoy that blank, they are nearly impossible to kill.
