Peter, I build 8 or more per year to fish out on Jefferies ledge in the Gulf of Maine for Haddock, Cod and Pollock. You can not go wrong with Mudhole's CRB E-Glass blank #SPSWB8XXXH. We throw anywhere from 71/2 oz to 20 oz jigs depending on the current. I build them as follows: 14"butt grip, Fugi DPSD #26 Reel seat and a 12" fore grip. Guides are Fugi Turbo w/ 25-20-16-12-12-12- plus top. Set up w/ 50lb braid and 50lb fluorocarbon leader. most of them are used on a party boat and they really hold up! Hope this helps. Re: cod blank

Victor has suggested a good blank. I too have built on the crb spswb8xxxh. The xxh also makes a nice cod rod, and might be a bit better for Rhode Island, as you will be in 100-140 foot depths. The xxh also does bait well. If you jig with mono (which I do in depths of 250' or less), cutting a xxxh back to a 20 tip makes a great old school cod jigger. I lifted a 14 pound pollack into a boat with one of these.
