A simple question: What type of glue is appropriate for glueing together cork sections and handle on blank?

Epoxy, PU-Glue or wood glue for outdoor use?

Like Dan, I use Titebond III for gluing cork rings together. If I am going to mix some rubberized rings in with the cork I will used a two part epoxy to glue the rubberized ring to the adjacent natural cork.
I find that regular 2 part epoxies work best for components that have a snug fit, for example, a multi part reel seat, I'll use a 15 min epoxy to glue up those components. Cork to blank, the gel or paste type of epoxies work best here. You may already know this, I would recommend that you scuff the parts with sand paper prior to gluing them up. Epoxies bond the best when they have a rough surface to "grab" onto.

Sort of, but not exactly. Smooth, deglossed surfaces provide the optimum epoxy bonds.

I use PLIOBOND (contact cement) for stacking and bonding cork rings. I use a thin coat, stack the cork rings on a teflon rod and clamp for best results.

For bonding the cork to the blank I use Loctite 0151, 2 part epoxy, but any 2 part epoxy should be acceptable.

I did search around for teflon/ptfe mandrels without much luck.

Use a steel mandrel, wiped with paraffin wax.

I have a drill made lath And glue rings together with a threaded rod two large two smaller washers then wing nuts to tighten the rings Then take them off ream to fit the mandrill
Made my own mandrills gluing one scrap blank into another to make them strong

All good advice here but some key things to point out:

Titebond is great for cork and burl rings, but not for rubberized rings. Use rodbond or other epoxy for rubberized rings.
Make sure your mating surfaces for cork rings are smooth. This will ensure a minimum glue line.

Any 2-part epoxy is good for gluing the grip to the blank.

I find that making the handles - Off - the blank works better If you make a boo boo it can be fixed easyer off then on
