I use water based CP to apply it. I saturate the whole feather, apply it and move it gently where I want it. Let dry 24 hours and then epoxy over it.

Apply using CP.
If its a very thick layer of feathers over thread and i am nervous of bubbles, once the CP is dry i hit it with a few coats of water based polyuerathane( Deft works for me).
Another few coats of deft and it would be good like it is or you can cover with epoxy. Deft is one fo the few water based polyurethanes that does NOT cause fish eyes to epoxy.

Tx Fellers.I believeI`ll do a little test with acrylic, polyurethan [satin and gloss] and epoxy [prokote and threadmaster] then hit the rod section witha garden hose for awhile and see what happens.
The problem is that epoxy seems to obscure the colors of the feathers....but maybe it`s pilot error...don`t know yet...

David: that is one of the reason i use the Deft water based poly. The final finish never yellows like all epoxies do.
BUT even with CP if you leave the feathers in the sun(i did when testing) they dull and fade with time too.
Of course you better love your feathers where they are because after several coats of poly they are going nowhere!

I will cover everything with 2 coats of cp, then I will put 6 - 8 coats of epoxy over it all. Any less, and there is the risk of the epoxy cracking, when the rod bends.

If like said a lot of layers do them in steps A layer then CP another then CP again
If you put all of them on chance nothing will Penetrate all the way though
