I think a lot depends on how the individual fisherman uses the rod. I have seen guys place the butt under their armpit as well. Lots of different ways to hold the rod/reel. Lots of rods are built with a 12-20 inch cork grip and slip rings are used so the reel can be placed where it is needed for the particular angler. Sorry, that is the best I can do. The best bet is to have the angler in your shop, holding the rod how they fish it, then mark and build accordingly. Re: handle length for a center pin

As has been said it depends on how the angler holds their rod.
A buddy of mine likes the forgrip long and the but short (about 6 inches or so). I like my butt section to be 9 inches from the butt cap to the back end of the reel seat. I know others that like 10 or 12 inches for the butt section. It really depends on how it's held and how long the anglers arm is. For the fore grip I like between 6 and 12 inches depending on rod length and power. With the longer grips on longer (15') rods or more powerful rods like my Z-Axis 7136-4 spey conversion and my 10 wt spey conversion. It gives me more leverage when fighting a large fish. There is an in-depth Centre-Pin article in the RodMaker issue that just went in the mail last week. It includes a good deal about handle lengths.
