Can anyone recommend a 13ft or little longer, needs to be 2 piece very stiff blank that only bends in the upper portion of the rod and can throw 9-10oz N bait If I have to, with no problem. I need this blank to be very very stiff, XXheavy action.

Action is never "heavy" but rather, slow, medium or fast, or a degree on the AA measurement of the Common Cents System. Sounds like what you want is a fast action, heavy power surf blank.

Visit the manufacturers' sites now that you know what to look for in the category listings. Between St. Croix, Lamiglas, American Tackle, Batson Enterprises, Pacific Bay, etc., you should easily be able to find something that suits you.
