Spey rod length

If I want to build spey type rod for using in the salt what would be my best length? I'm probably just going to use it for general surf work and catch spots and puppy drum most often. Is 15' too much? Is a 13' easier to handle or does it really make that much difference? All input is appreciated as I have never made such a thing before.

Paul, being as you really try to let the rod do almost all of the work in this type of casting, it should not make a tremendous difference. I have been learning this art and have found that short of the rod weight the casting is pretty much the same throughout the lengths.
