Who sells these trim rings or what kind of stock and tooling is needed for a lathe to turn them?

Party City, but you might need to buy serrated scissors from Jo Anns or Mcheal's Craft shops.

Good Eye Billy - you are a Killjoy!!! I wanted to have some fun with the master machinists. The scissors are called "pinking shears" - whack out the trim rings from the holo shine, gold or silver decal media paper and the deal is done! They are absolutely wild on a rod. It will be a problem for many bargain hunters because the only ones that really work are above $25.

Bill,

You can also get those shears in many different edge designs besides the zig zag pattern. My sister in law has a whole set of them. Never once thought about this!!!!

lol. THt was totally a guess, and I dind't come right out and say specifically what parts you need to order from Party City. HAd you installed the trim on teh rod, I wouldn't have been able to guess what it was. Good idea. FWIW, several years ago I bought a lot of a fly tying material called "Flashback", basically it was crinkled flat sheet mylar in various colors, the intended use on fly rods was stonefly wingcases. But I'm not supposed to know anythign abotu things like that, lol. PEarl Paint had that material, I got a few small sheets in Green, MEtallic Black (sort of an opaque iridecent color), and a pearl-pink. YOu could probably epoxy it around a Flex Coat arbor, then either cast it in resin or load it with Permaglas and get a neat reel seat insert which weighs very little. Bill, good post.
