A friend gave me a rod to fix (factory built). He said a guide was loose...spinning around the rod. Upon further inspection, all the guides were loose. I was able to strip the rod by sliding the guides off the tip, wraps and all. You can't tell where the wraps were on the blank. Why did this happen? The epoxy didn't bond to the blank at all, even where it overlapped the blank. The blank is painted with a very slick feeling silver paint. Should I knock the shine off before I re-wrap?

I've never seen anything like that!!! Can't imagine what would cause that.
