They certainly are not. Last year I fished a couple of BFL tournaments in east Tennessee, on Cherokee the smallmouth minimum size limit is 18inches, and on Douglas believe it or not the limit is 21 inches. It is tough to throw back beautiful 2.5-3 lb fish in a tournament, anybody who had a pattern to catch keeper smallmouth had a real advantage.

That's a great fish, anywhere. 21 inch smallmouth are not terribly plentiful.
